Government Contracts and Aerospace
As a civilian, Mr. Smith has extensive experience in government contracts, both at the prime and subcontract levels. He was a Senior Attorney at Lockheed Aeronautical Systems Company and worked on the AH-56, P-3, S3A, L-1011 and numerous other programs. His experience includes the following:

System planning, design, development, integration, prototyping, production, delivery and support issues.

Bid and proposal work, including contract development and negotiations.

International matters, including closure of a one billion dollar transaction, offset issues and ITAR compliance.

The ability to analyze and focus production, cost and schedule issues so as to facilitate timely, qualitative and cost effective performance.

The ability to evaluate compliance with contract requirments in an expedited manner, make recommendations on risk matrix analyses and, if necessary, effect movement of production lines so as to protect subcontract and prime contract delivery requirements.

Substantial experience in exercising pragmatic judgment to effectively resolve complex and high profile matters.

Experience in subcontract workout problems and prime contract workout issues related thereto.

Served as counsel to flight operations, safety and security organizations.

Negotiated the acquisition of a Gulf Stream executive jet for Lockheed Corporation.

Work on House and Senate hearings, including a Senate Armed Services Sub-Committee Hearing.
